CALL FOR APPLICATIONS TO CONDUCT AN ENDLINE SURVEY FOR MY CITY MY SPACE: STRENGTHENING WASTE MANAGEMENT SYSTEMS FOR IMPROVED ENVIRONMENT AND COMMUNITY WELL-BEING PROJECT

1. BACKGROUND AND RATIONALE

Centre for Environmental Policy and Advocacy (CEPA) has been implementing the Tilitonse funded “My City, My Space; Strengthening Waste Management Systems for Improved Environment and Community Well-being” project in Blantyre City. The project is aimed at increasing capacity of urban communities to demand and implement safe and sustainable waste management systems and practice. The project has three sub goals namely: Strengthened law enforcement on waste management; improved waste collection and disposal system at household and municipal level; and increased access to information on waste management practices.

CEPA invites applications from suitably qualified consultants to conduct an Endline Survey for the Project in order to gather data that demonstrates the extent to which the project has met its objectives. This will be valuable for determining the success of the overall project implementation and lessons learnt so as to inform development and implementation of projects of similar nature.

2.  SCOPE OF THE ASSIGNMENT

The Endline Survey is intended to undertake the following:

  1. Verify the record of achievement as recorded through Annual Reports in relation to the project’s Results Framework; Activity Tracking Matrix and Beneficiary Targets Tracking Matrix;
  2. Analyse the socio-economic context of the project and how recommendations from the baseline study were used during project implementation;
  3. Assess performance of the project in relation to the goal, purpose and outputs as defined in the Project Results Framework; and the CEPA M&E framework;
  4. Assess what has happened because of Tilitonse Foundation’s funding that wouldn’t have otherwise happened;
  5. Assess how the project has contributed to the achievement of Tilitonse Foundation goal, objectives and result areas, and the national priorities as reflected or outlined in key national goals, policies (National Waste Management Strategy, Environmental Management Act) and other instruments;
  6. Analyze the effectiveness, relevance, sustainability, efficiency and impact of the project;
  7. Assess the likelihood of project and its activities to continue beyond the support received in the period of intervention; and
  8. Draw lessons learnt which can be applied in the similar interventions on waste management and its associated systems.

3. DELIVERABLES

  1. An inception report detailing the understanding of the assignment, the approach and methodology, and the tools to be used in the assessment.
  2. Draft Endline Survey report that shall include the contextual analysis and background, approach and methodology, findings of the assignment, conclusions and recommendations.
  3. A PowerPoint presentation of the key findings.
  4. A final Endline Study report which will incorporate feedback from CEPA.
  5. Submission of hard and electronic copies of materials, data collected / analysed and other relevant documents related to the assignment.

4. DURATION OF THE ASSIGNMENT

The entire assignment is to be carried within a period of not more than 10 days, commencing on the day of awarding the contract.

5. EXPERTISE REQUIRED

Applications are invited from suitably qualified individuals and consultants with the Lead consultant having the following qualifications;

  1. A minimum of a Master’s Degree in Development Studies, Communication for Development, Natural Resources Management, Environmental Sciences or any related;
  2. Demonstrated understanding of sustainable waste management and related laws and policies; and underlying determinants of the current waste situation in Malawi’s cities; and
  3. Demonstrated competence in collecting, managing and analysing quantitative and qualitative data.

6. SUBMISSION OF APPLICATIONS

The technical and financial proposals should include the following:

  1. A CV of maximum 3 pages for the consultant(s);
  2. A summary of relevant experience of the expert(s) who will carry out the assignment;
  3. Copies or Link to at least 2 related assignments previously undertaken; especially work related to Waste management;
  4. Budget breakdown and suggested work plan with deadlines linked to deliverables indicated; and
  5. A clear demonstration of how the consultant will conduct data collection in line with the COVID prevention measures.
